On May 5, 2021, Toronto City Council approved the creation of the Toronto Seniors Housing Corporation (“TSHC”) to provide seniors with safe, well-maintained homes and improved living conditions, services and experiences. TSHC will interact with and support senior tenants in new ways, with the goal of ensuring seniors can age in place with dignity and in comfort. On June 1, 2022, all 83 Toronto Community Housing Corporation (“TCHC”) seniors’ buildings transitioned to be managed by the new Toronto Seniors Housing Corporation. The new corporation will continue to be focused on meeting the needs of senior tenants through the Integrated Service Model.

TCHC will continue to own the buildings and be responsible for major capital. TSHC will lease the buildings from TCHC and be responsible for minor capital and maintenance. TSHC will be entering into agreements for shared services where appropriate with TCHC and TSHC will be focused on tenant facing issues, including health and social supports.

Position Summary
Are you a dynamic, service oriented individual with experience in community development, tenant engagement and leadership along with partnership and program development, who is eager to learn and expand on current skills within a Seniors Social Housing Context ? If this sounds like you, then we have an opportunity you won’t want to pass up! In this role you will support senior tenant communities across the Toronto Seniors Housing Corporation.TSHC. Reporting to the Access & Support Manager, the Community Services Coordinator (CSC) is responsible for working across TSHC communities to initiate, implement, coordinate and evaluate a range of tenant programs and services. CSCs bring a broad range of knowledge and experience to this position and will be assigned a portfolio of buildings to provide community development, tenant engagement and tenant leadership support to meet the needs of seniors tenant communities through planning, developing and monitoring relevant programs and partnerships.

We currently have CSC positions with a community focus within the Toronto Seniors Housing Corporation, consisting of 83 TSHC buildings offering social housing to approximately 15,000 tenants that are 59 years and older.


General Responsibilities

  • Play a lead role in promoting the community needs and interests of tenants and ensure these interests are integrated in the planning, development and implementation of local plans to support healthy, engaged and inclusive neighborhoods
  • Identify community programs and services gaps not currently filled by stakeholders and providers. Develop opportunities to bridge these gaps through partnerships and linkages with community based agencies, social services, private sector and other stakeholders
  • Support Alignment to the new tenant engagement and leadership model
  • Accountable for meeting quantifiable targets that support locally developed plans and corporate strategies
  • Develop work plans, regular reports, updates and evaluations documenting partnerships, programs, and other community initiatives
  • Provide information, data and expertise on an as needed basis and participate in the development of corporate strategies, programs and initiatives as required
  • Utilize existing tools and develop a variety of new tools to support evidence-based decision making and to monitor the effectiveness of strategies and programs
  • Provide leadership and guidance to student interns as well as part time front line workers who assist in delivering local programs
  • Work across business units as a champion and integrator, problem solver and in-house resource available to support shared outcomes and cross functional priorities
  • Promote human rights principles, recovery principles and an anti-oppression framework that advances TSHC’s human rights and equity policies
  • Other duties as assigned

Specialized Responsibilities - Tenant Engagement and Community Development

  • Build an understanding of the local community, emerging issues and opportunities by developing a composite picture of TSHC, neighborhood demographics, conducting environmental scans, identifying community assets and needs and developing and participating in community networks, coalitions and local planning and information sharing forums
  • Promote tenant leadership and tenant skills development and support the advancement of local informal and formal tenant organizations with mandates to connect neighbours and contribute to their communities. Skill development includes, governance, financial management, planning, conflict resolution and partnership development
  • Support and engage tenants to implement tenant-led engagement and leadership systems which may include; Tenant Associations, council development, Tenant Directors and elected representative systems
  • Fostering partnerships with organizations whose mandate is to deliver skills training, financial literacy and related skills
  • Develop and implement programs and strategies tailored to local needs and target populations, including seniors-related partnerships with tenants, community-based organizations, social services agencies and the City. Develop proposals and assist other community based groups in developing funding proposals
  • Facilitate and maintain local partnerships, including programs operating in Toronto Seniors Housing amenity space
  • Act as a resource in providing guidance and expertise on matters relating to community development, tenant engagement, human rights and equity, local partnership development and social justice
  • Advocate with and on behalf of all tenants including tenants, staff and other stakeholders using community development approaches on issues and for changes that affect the values and strategies of the CMP especially with regard to engagement and participation, service quality, tenant participation and anti-racism
  • Facilitate and animate meetings, community processes and forums. Work in a local staff team to facilitate the resolution of specific site or building community issues such as maintenance, safety and communication through meetings, task groups, training programs, etc.
  • Support, advocate and make recommendations regarding policies, programs and other local issues impacting the community
  • Effective collaboration with Revitalization team in Revitalization communities
  • Support team members on a regular basis to ensure communities’ needs are being met using a holistic manner

Specialized Responsibilities – Tenant Support

  • Liaise with providers and community agencies to track performance and reporting
  • Encourage tenant participation in community, social and recreational activities
  • Plan, coordinate and evaluate third party service provision from a broad range of health and social service providers to ensure timely and quality services
  • Develop partnerships and opportunities for enhanced or on-site support services provided by third parties in buildings, especially those with high numbers of vulnerable tenants
  • Conduct regular conferences with staff and partner agencies and ensure agencies adhere to agreed upon schedules and/or service standards
  • Promote and support Toronto Seniors Housing Corporation’s principles of hope, recovery, inclusiveness and the promotion of successful tenancies.


  • Post-secondary education or equivalent experience in community development, community oriented social work, health promotion, public administration or other relevant fields.
  • Progressive experience in community development, engagement and leadership, program and partnership development and evaluation, health promotion, program delivery and coordination
  • Experience in conducting community and individual needs assessments and joint planning, initiating and managing projects
  • Proven experience in facilitating group planning and developing strategies, initiating and managing projects and coordinating committees
  • Experience in coordinating services with teams of stakeholders, including tenants
  • Experience with partnership development, management and evaluation, partners and staff
  • Extensive knowledge of a broad range of social, health and community services
  • Extensive knowledge of the community and social services sector, including seniors services, settlement , social recreation, skills development, human rights and equity, and social justice
  • Strong writing skills including grants proposals and report writing
  • Sound judgment in public and human relations
  • Understanding of anti-racism theory and practice and anti-oppression framework and proven ability to work effectively with a diverse client population who face multiple barriers
  • Proven ability to engage diverse community members through group facilitation, fostering positive relationships, conflict resolution, leading tenant consultations and leadership development
  • Experience working with communities with vulnerable tenants including isolated or frail seniors, individuals with mental illness, concurrent disorders, a history of homelessness and people with special needs
  • Proven ability to foster positive working relationships with tenants, community agencies, civic groups, elected officials, city departments and TSHC staff
  • Strong conflict management and negotiation skills
  • Strong group facilitation and public meeting skills for leading community processes, consultations, and forums
  • Ability to communicate in a second/third language an asset
  • Ability to work flexible and varied hours (some evenings and weekends will be required throughout the year ).

Job Type: Fixed term contract
Contract length: 11 months
